QualiPhase Consulting is the culmination of a journey that began in Venezuela and has led, through perseverance, discipline, and an unrelenting commitment to quality, to the highest-profile construction programs in the United States.
Elio Javier Figueroa Briceño was born and raised in Venezuela, the fourth of five siblings — four brothers and one sister. From the beginning, his greatest source of inspiration was his father, Elio Antonio Figueroa Rodríguez, an electrical and mechanical engineer with more than 45 years of experience in Venezuela's oil and gas industry.

After earning his degree in Mechanical Engineering from Universidad del Zulia in 2012 and building a track record in Venezuela's oil fields at Schlumberger and in quality commissioning with Doppelmayr, Elio migrated to the United States with a singular purpose: to demonstrate, through results, that talent and commitment have no borders.
His trajectory in the U.S. has been nothing short of remarkable. From commissioning work at one of the world's largest Google data centers in Oklahoma, to managing quality for Meta's $800M Phoenix facility, a $206MW Vantage campus in Northern Virginia, and a $1.5B QTS campus in Ohio — each project larger and more complex than the last.
Today, Elio serves as Site Quality Manager for QTS's $10B, 612-acre campus in Cedar Rapids, Iowa — one of the most significant data center investments in U.S. history — while simultaneously leading QualiPhase Consulting.

Foundation in engineering systems, quality methodology, and process analysis. Graduated as Mechanical Engineer from one of Venezuela's leading technical universities.
Field engineer in Venezuela's oil and gas industry. Operated precision equipment in offshore, land, and forest environments. Developed meticulous standards for documentation, safety, and technical accuracy.
QA/QC Commissioning Engineer and Project Engineer for Venezuela's cable transport systems. Supervised electromechanical assemblies, validated compliance with international standards, and executed full commissioning programs.
Worked for a mechanical subcontractor on the expansion of one of the world's two largest Google data centers. Responsible for verifying the correct installation and operation of HVAC mechanical systems including chillers, generators, air handlers, VFDs, panel boards, water treatment equipment, and piping systems. Performed daily process and quality inspections.
Facilities Maintenance Engineer overseeing mechanical, electrical, HVAC, and emergency power systems for a major public venue. Preventive maintenance programs, operational safety, and building automation systems management.
MEP QA/QC Manager for Meta's $800M Phoenix data center and Cyxtera's 121K sq ft Santa Clara facility. Implemented full L1–L4 MEP quality programs and coordinated commissioning activities across complex hyperscale environments.
QA/QC Manager across three major projects in three states — demonstrating the capability to manage multi-site, complex quality programs simultaneously. $206MW campus in Virginia, $1.5B campus in Ohio, and 34MW campus in Utah.
QualiPhase Consulting is established. Currently serving as Site Quality Manager for QTS Cedar Rapids — Buildings CD4, CD5, and CD6 — one of the most significant data center investments in U.S. history. The journey continues.
